The Council considers that it would be

air to the Service to

request Officers to opt for such a change except on the following conditioni

(1) That an early and full ex lanation shall be given of the

grounds for the change to a dollar basis of cxzɔutation of salaries, It has been stated above that it is not accepted that the Salaries Commission's references on the subject convey any substantial reasons for such a change. If there are good reasons for the pro osal, the Council considers that they should be publicly stated without delay, in order that all the Officers affected my afforded a full opportunity of considering whether it is in their interests to accept the pro osale.

(ii) If reasons can be adduced for such a change in the basis of their rammeration, which expatriate Officers, having due regard to the general interests of the Servios, my consider to override any possible adverse implications as regards their om interests, the Council considers that sono substantial guarantee should be provided on the following points:

(a) à guarantee of the maintenance of the sterling valim

of the dollar summeration of expatriate Offimr se That is to my, that, in the event of flust, stions in the value of the dollar in terms of the pound sterling, an imediate adjusterat, on an agreed and pre-arranged scale, shall be affected in order to safeguard Officers against financial lam for which they would in no be responsible.

(b) A garantee that persions of expatriate Officers

(including widows and orphans pensions) ones they have

beam sspessed in terms of the dollar et 1/3, shall not be subject to any subsequent unfavourable variation on the grounds of changos in the value of the dollar in torm of the pound sterling.

(0) A guarante that gratuities payable on abolition of

the event of the retrocession of the Colony) shall be assessed in pounds sterling and sha1.1 bear the same or a similar relationship to the starling value of expatriate officers' salaries, at the date of the abolition of offies, as those computed recently in

case of officers serving in Burns.

I sa to repeat that the Council regards it as a mester of the gravest importance that an early amourezent should be ande in this Matter.

If it should be deemed impolitie timt auch an ensunomment abould be made publicly, it is requested that, at least, before expatriate Officers are invited to opt in favour of the new conditions of service, they shall individually, and confidentially if necessary, receive an unequivocal samurance on the above points. I am secordingly to sugest that the issue of papers inviting expatriate Ofiicers to opt should be deferred until ɑffect has beơn given to the above recommendatiœm.
